The National Governors Association (NGA) is the collective, bipartisan voice of the nation’s governors and serves as the nation’s most respected public policy associations. The NGA’s members consist of the governors of all 50 states and five territories of the United States. The NGA is governed by an Executive Committee which consists of nine governors, including a chair and vice-chair.  When Arizona Governor Janet Napolitano became NGA chair on August 7, 2006, she announced the 2006-07 initiative, Innovation America: Building a Science, Technology, Engineering and Math Agenda.

This report establishes the core foundation for the efforts that led to the creation of the Pennsylvania STEM Center. As such, it is the ‘blueprint’ document for achieving that which the program intended to accomplish. The report identifies three STEM Recommendations to be pursued by state governors, each of which is then organized into a series of STEM Strategies. The following are the core STEM Recommendations defined by the report:

Recommendation One:  Align state educational standards and assessments with postsecondary and workforce requirements.

Recommendation Two: Implement a rigorous STEM education system by increasing teacher development and data systems utilization.

Recommendation Three: Identify and promptly deploy STEM Best Practices statewide.
